Message down you will always have that much bandwidth. But the DSLAM's upstream to whatever they are using for aggregation & distribution to their peering points IS oversubscribed, guaranteed. That's just the way it works.

When you are using cable, the local (shared bus) connection is where most of the oversubscription takes place. The bad part is that the cable companies don't have any way to manage the bandwidth at that level. Their only means of control on the local segment is to shuffle people around to different segments. (which they don't do on a regular basis)

Using DSL, the providers have complete control of the oversubscription. They can allocate more bandwidth during the day for their business customers, and release it in the evenings for residential customers. They can move links around and throttle bandwith in whatever manner they desire. They have complete control over the size of the bottleneck, so they can make it simply "go away" if they feel like paying for the bandwidth for that particular day.

So, it boils down to DSL providers having the ability to manage their oversubscription very easily. It takes much more planning and trend analysis to predict how many users you can put on a cable segment before saturating "X" amount of bandwith to the point of causing noticable slowdowns.

Either way you are at the mercy of the company and how much they want to sacrifice user experience for the bottom line. Bandwidth is expensive.
